ISP Proxy vs Static Residential Proxy
Few terms in the proxy industry cause as much confusion as “ISP proxy” and “static residential proxy.” They are sometimes treated as synonyms, sometimes as distinct product categories, and occasionally applied to the same IP by different providers. This article explains what each term actually describes, where the overlap comes from, and how to choose between them.
Why These Two Terms Cause Confusion
The confusion has a specific origin: both terms describe a type of proxy that combines characteristics of datacenter infrastructure with residential IP addresses. Because the hybrid nature can be framed from either direction (“a residential IP hosted in a datacenter” or “a datacenter proxy with a residential-looking address”) providers have landed on different labels for essentially the same underlying product.
To add to the noise, the term “static residential proxy” is also used (correctly) to describe a different arrangement: a genuine residential IP that simply does not rotate. When a provider offers a sticky session on a real peer-to-peer residential proxy, some call that a “static residential proxy” too, even though the IP originates from a consumer device rather than a datacenter.
The result is a market where the same phrase can mean two different things depending on who is selling. Understanding the underlying technology cuts through this.
What Is an ISP Proxy?
An ISP proxy (sometimes called an ISP residential proxy or a hosted residential proxy) is an IP address that meets two conditions simultaneously:
- It is registered under a residential or consumer ISP’s IP block, so databases like MaxMind and IP2Location classify it as a residential address.
- It runs on hardware in a datacenter, not on a consumer device at a home or business address.
How is this possible? Proxy providers acquire IP address blocks directly from internet service providers, hence “ISP proxy.” The ISP assigns a block of addresses that originates from their residential allocation (the same address ranges they assign to home broadband subscribers), but the physical machine serving traffic sits in a colocation facility. The IP looks residential to detection systems, but the underlying network path is datacenter-grade.

What Is a Static Residential Proxy?
The term “static residential proxy” describes persistence, not necessarily origin. “Static” means the IP address does not rotate between requests or sessions; you hold the same IP for as long as you need it, which may be hours, days, or weeks.
When used precisely, “static residential proxy” refers to a stable, non-rotating IP that comes from a residential IP block: the same definition as an ISP proxy above. Most providers who sell ISP proxies also call them static residential proxies, and they are correct to do so: the IP is residential-classified and static.
Where the term gets blurry is with sticky sessions on peer-to-peer residential networks. When a provider lets you hold a peer-sourced residential IP for a fixed period (say, 10 or 30 minutes), some call that a “static residential” session even though the IP belongs to a real consumer device and may become unavailable if that device goes offline. This is a different product from a true static IP hosted on dedicated hardware.
The practical test: can the IP be guaranteed to stay alive for 24 hours without interruption? If yes, it is almost certainly an ISP-hosted static IP. If the provider cannot guarantee uptime because the IP depends on a third-party device remaining online, it is a sticky session on a peer-to-peer residential network.

When to Use ISP Proxies vs Static Residential Proxies
ISP proxies are the better choice when:
- You need a consistent, long-lived identity. Account management, login-authenticated workflows, and multi-session tasks that must maintain state across days benefit from a fixed IP that will not change without warning.

- Predictable costs are important. ISP proxies are typically billed per IP rather than per GB, so high-volume tasks with a small number of target sites cost less than bandwidth-based billing would.
- You are running automated workflows that cannot tolerate mid-session IP changes. Peer-to-peer residential IPs can go offline if the consumer device disconnects. An ISP proxy on dedicated hardware does not have this failure mode.
Peer-to-peer residential proxies are the better choice when:
- You need a large, diverse pool. For tasks that require rotating across thousands of distinct IPs (large-scale data collection, distributing requests across per-IP rate thresholds) a large peer-to-peer pool provides more diversity than any ISP block acquisition can match.
- Traffic authenticity is critical. Real residential devices produce natural TLS fingerprints, HTTP/2 behavior, and header patterns. ISP proxies, while classified as residential, originate from datacenter hardware and may produce slightly different network signatures. For the most detection-resistant traffic, peer-to-peer residential IPs have a natural advantage.
- You need granular geo-targeting. Peer-to-peer networks can target at the city and ISP level, placing your request on an IP that genuinely belongs to a subscriber of a specific carrier in a specific city. How Naming Varies Across Providers
The market has not standardized on a single naming convention, which is worth acknowledging explicitly:
- Some providers call ISP-hosted static IPs “ISP proxies” and reserve “static residential” for sticky sessions on peer-to-peer networks.
- Others call the ISP-hosted product “static residential” and use “ISP proxy” as an alternative label for the same thing.
- A smaller number use “dedicated residential” to describe the same ISP-hosted product category.
When evaluating a provider, look past the label and ask two questions: Where is the IP physically hosted? And can the provider guarantee the IP remains assigned to you without interruption? The answers tell you what you are actually buying regardless of what it is called.
